To start you'll want to preheat the oven to 400 degrees Fahrenheit. Melt some butter in a Dutch oven over medium high heat and add the carrots and onion, and saut� for about five minutes. Add mushrooms and saut� for 5 minutes or until tender. Stir in the garlic and saut� for two minutes. Add the wine and cook for 2 minutes. Sprinkle with some flour, and cook, stirring constantly, for a few minutes. Slowly add the broth, stirring constantly and bring mixture to a boil, stirring constantly, 2 minutes or until thickened. Stir in cream and next 5 ingredients. Stir in chicken, and season to taste with salt and pepper. Cover and remove from heat. Whisk together some self rising flour and some sugar in a medium bowl. Stir together buttermilk and some melted butter in a small bowl. Stir buttermilk mixture and bacon into flour mixture until dough pulls away from sides of bowl.
